NIBR is to use of place analyses in urban planning and dealing with identity requires methods for mapping and describing characteristics or qualities of urban areas - in Norwegian terminology named place analysis. Different approaches to analysis may be - historic architectural, structuralist, perception psychology, phenomenological to to examine what were the practical results from analysing the physical environment - what could be traced in plans and projects, and what were the causes for good or bad experiences.

NIBR provides an outline of the international strategies of the project "Natural hazards - coping, resilience and governance" for disaster reduction in view of Norwegian Development cooperation and presents ideas for developing a comprehensive agenda for action. NIBR research encompasses politics and governance. We engage with change processes, reforms, and new policy measures - and their impact at the regional and local levels. Many of our projects are micro-level studies carried out by multi-disciplinary teams, and often applying a comparative perspective.

It is a part of the Oslo Centre for Interdisciplinary Environmental and Social Research (CIENS) cooperative umbrella organization. Its purpose is to conduct "studies which promote society's ability to tackle environmental and social development challenges".

NIBR is one of Norway's environmental research institutes. Drawing on its competence in the social sciences, NIBR conducts studies which promote society's ability to tackle environmental and social development challenges. Within the field of urban and regional research, the Institute conducts research and commissioned work on themes such as public administration, governance and democracy, planning, social welfare, standard of living and regional analysis, and comprehensive studies of population dynamics and business life.

NIBR’s vision is to further develop urban and regional research as an inter- and multidisciplinary field of study with a global perspective, thereby strengthening the Institute’s position as one of the foremost Norwegian and leading European environments for urban and regional research.
